If a multi-billion dollar company can't justify 13M and starts cutting corners, they wont be a multi-billion dollar company anymore.
Dev talent would already start looking elsewhere - the free meals might not be important given their salaries, but add to the mood of the environment. And being randomnly added to a set of layoffs at any time being something looming, plus cutting remote work doesn't entice top talent either...
Of course the idea might be that Twitter doesn't need top talent. The kind of things it needs to do to run, any half-competent dev can do.
