The largest industry that is 'over ripe' is the energy industry. In particular, electricity distribution. Creating devices that perform 'demand management' are nearly trivial.
In Australia, the normal price for large scale wholesale electricity from the national grid is Aust $48 per Mw/hr. But several times a year the 'spot price' is over Aust $10,000 per Mw/hr.
This is the reason companies have 'peaking' plants that only operate 3-5 days a year.
There will be 2 main stratergies:
1. Owner / user generated power would be transferred back to the grid during high price periods.
2. Load shedding (automatic turn-off of power) would occur during high price period.
The US Federal government subsidises Nuclear power to the tune of many Billions per year. There is not a single nuclear power plant that works as a 'commercial' entity. I.E they do not pay commercial rates for insurance
Every country that has a 'research' nuclear reactor spends hundred of million to do 'big' science.
Australia installed a new reactor about 4 years ago and it has been off-line for most of the last 2 years. Costing over circa US$ 75 million to import medical isotopes rather than producing them within Australia. Producing isotopes is the main use of the reactor.
That's is not true that NZ is the fastest. In Australia it is about 5 mins to get a 'business' and about 40 mins to complete tax registration.
1. You do not require ANYTHING to start a business in Australia
2. There are three main types of 'business structures' in Australia
a) Sole Trader - NO PAPERWORK IS REQUIRED but most people register a name so they can get a bank account in their business name eg Fred's Flowers

b)Proprietary Limited company Fred's Flowers Pty Ltd (similar to a US Inc)
To create a Proprietary Limited requires at least 1 shareholder and 1 share and 1 director.
Pty Ltd are legal entities that account for about half of all business in Australia.

These are large companies, often listed on the stock exchange. I own and control an unlisted public company but we will be listed in a few months.
As much as I like our Kiwi cousins, it is not the 2nd best place to start a business in the world.
