Hi I head up Docker Developer Relations. There are plenty of ways to get Docker CE without logging Docker Store. See my comment on GitHub for more details.
As someone pointed out in the Github issue, Docker Toolbox is legacy. I'm not sure how I feel about recommending outdated software to Mac and Windows. It's also slower and not the default way to get Docker.
Using Docker you can already run Linux containers on Windows, using native virtualization in Hyper-V. You are correct however this announcement is specifically about windows containers.
Honestly I've reviewed a lot of applications, working for a small non-profit, then a large tech company, and now a tech start-up. I never read the cover letter, and the recruiters rarely pass them on to me. And it never makes a difference.
