Sounds like you have Activity Monitor open constantly. Personally I wouldn't worry so much about RAM usage and instead let the computer do it's thing. I have done intense tests with my 8GB and it handled them just fine (compiling linux while having dozens of tabs open + recording screen + UTM VM, etc.).
The only reason I got a Mac for the first time is because the 8GB had good value. I would never buy the higher-end Macs because spending that much money on a fragile thing that cannot be upgraded is ridiculous to me.

Toronto would go from 8.8 to 33.5 million people.
Vancouver from 3.3 to 11.9 million.
Well… I would distribute it differently! I’d look for dozens of more cities in the 75-300k range like the US rather than pushing the growth to 2-3 mega cities.
This is absolutely not normal...
