It's not French lawmakers (in this precise occurrence), it's the French Government.
Note that the French MEPs voted quasi-unanimously in favour of the directive, so yes that's a French issue.
The main issue IMHO is the proximity (some would way "collusion") between the French ministry of Culture and the companies (such as SACD[1]) undertaking collective rights management for authors.
Did anyone ever doubt that political decisions are (also) driven by (personal) economic gain? It even has a name that puts a "legal" shine on the act of corruption: lobbying.
