Labelling bad actors is a fundamentally abusable process from both sides: those doing the labelling have a massive amount of control, and those being labelled are in a constant arms race to fix their image via something that isn't currently labelled as "bad". Consider if Apple blocked Facebook from their browser today: Apple would very likely (and probably rightly) be called a monopolist, while Facebook would probably reincorporate under TotallyNotFacebook or something similar or seek to find another loophole in the labelling process.
