The title is literally saying exactly that, it's not implied, it's explicitly said: Scientists Identify How Many Trees to Plant and Where to Stop Climate Crisis Planting those trees is NOT going to stop the climate crisis, a large number of other things need to be done too.

I read the article. The title is part of the article. That part of the article says "stop climate crisis". That part of the article is dangerously wrong in the way the OP said.
