They don't seem to care all that much about making the hardware as open as possible: They intend to add some blackbox PowerVR GPU in their second generation chips, and don't even seem to mention any plans to isolate the blackbox from the rest of the SoC.
This is unfortunate, as they do plan to make the rest of the chip open, and leaving the GPU out of the SoC (it could even be external, as usb GPUs exist), or using any simple GPU from opencores, would accomplish a fully open chip.
Instead, the device will in practice be no better than the Raspberry Pi.
