People, it's easy. If we are having difficulties to reduce our consumption because the lack of preparation let's first reduce how many people are living in the world with a worldwide One Child policy.
Obviously this will produce future issues that will have to be addressed but it's a necessary step (temporally?) to gain some time.
That would not work. Ignoring the mass revolt that would occur in most western nations, it would also be wildly insufficient, destroy the economy, and take a very long time to make an impact. There are much better uses for such a massive amount of political capital.
