It’s a pretty misleading headline: There were 54 persons aged 25-39 included in the tally and 44 persons aged 40 and over
I would not call a 25 year old a “youth”.

That kinda makes the situation potentially a bit worse since this condition is known to occur with more frequency in 16-24 year olds.
