There were plenty of areas that already required 10 digit dialing prior to this due to past area code overlay changes.

I have to wonder how many places are left that still allow 7 digit dialing?
On a cell phone, I've legitimately never even tried to use 7 digit dialing, as it has always seemed too risky, as it might do the wrong thing if connected to an unexpected cell tower near an area code boundary.
It seems that in order to implement the FCC’s orders to turn 988 into a shortcode for the Suicide Hotline, millions of Americans/Verizon customers now have to type the area codes for local calls, as well as teach their small children.
