Many academics have presented evidence that cross-sectional and time series momentum strategies outperform. They could be described as technical analysis, since they are purely price-based.

I am skeptical of a strategy based on human recognition of chart patterns, one could try to apply image classification methods from machine learning to price charts. There have been a few papers along these lines.
