What I notice, is that countries with strong regulations don't have street food, night markets.

Because these are chaotic. Once your country goes down the regulation road it's not possible anymore.

- What about the cold chain? - What if people pay with cash and don't pay taxes? - What about noises? - Isn't it dangerous.

Sure your food is safer, but social life slowly erode.
