This idea is seductive as hell. This would guarantee better conditions for these sorts of of people - but who's to say that's better for the individual and society in the long-run? We can all agree it's a sad thing to have people sleeping in tents scavenging for money every night. But look, maybe the hell, that is street life, is the necessary factor for some people to get their act together.
Society certainly shouldn't enable an empty life.
