I would say it's more Softbanks fault[1] in this case - NTT DoCoMo's and KDDI's Emoji was clearly pouting IMO, Softbanks was... more angry-ish? Especially the earlier, pre-2008 versions.
There‘s a couple of the original Japanese emoji that have the problem that their visual idioms don’t translate 1:1 to Western idioms, and thus have unfortunately now been distorted in the process.
