Port authorities are government entities that manage the ports they are not the people actually working on the docks. Port authorities are run by government appointed officials. I’d have no trouble believing organized crime infiltrated the people operating the ports, but do you have evidence pointing to significant problems with the authorities?

If the government appointed executives "managing" the port try to interfere with organized crime, the union goes on strike and the port shuts down.

Canada is sadly too dependent on its ports to stand up to the criminals who run them.
